Wizara ya Mambo ya Nje ya Palestina, inalaani vikali uamuzi wa mamlaka ya kikoloni ya Israel ya kufuta mamlaka ya upangaji na ujenzi ya Manispaa ya Hebron katika Msikiti wa Ibrahimi, na kuyahamishia mamlaka hayo kwa vyombo haramu vya kikoloni. Aidha, Wizara inalaani hatua ya kuidhinisha haraka, na kwa upande mmoja, mradi wa kuezeka paa kwenye ua wa Msikiti wa Ibrahimi.
Vitendo hivi ni ukiukaji wa wazi wa maazimio na sheria za kimataifa, ikiwemo wajibu wa Israel kama mvamizi wa mabavu, na ni shambulio kubwa dhidi ya hadhi ya kisheria na kihistoria ya Msikiti wa Ibrahimi. Wizara inasisitiza kuwa uvamizi huu na unyang'anyi wa mabavu wa mamlaka kutoka kwa manispaa ya Palestina na Mamlaka ya Wakfu (Islamic Waqf) unaonyesha wazi kuwa lengo la hatua hizi si upangaji wala maendeleo. Badala yake, lengo ni kulazimisha udhibiti, kuimarisha ukoloni juu ya Msikiti wa Ibrahimi, na kubadilisha kwa nguvu historia na sheria iliyopo.
Uvamizi huu unaendelea kufanya kazi nje ya mfumo wowote wa kisheria kupitia miradi yake ya kuifanya miji kuwa ya Kiyahudi (Judaization) katika Ukingo wa Magharibi (West Bank) unaokaliwa kwa mabavu, huku ukipuuza haki halali za Wapalestina na msimamo wa kisheria wa kimataifa wa vyombo husika.
Wizara inakumbusha kuwa mnamo mwaka 2017, Shirika la Umoja wa Mataifa la Elimu, Sayansi na Utamaduni (UNESCO) liliuorodhesha Mji Mkongwe wa Hebron na Msikiti wa Ibrahimi katika orodha ya Urithi wa Dunia ulio Hatarini kwa jina la Dola ya Palestina.
Hatua hiyo inauweka Mji Mkongwe wa Hebron na Msikiti wa Ibrahimi chini ya ulinzi wa kimataifa na inakataa katakata jaribio lolote la mamlaka za kikoloni za Israel la kulazimisha hatua za kuufanya mji huo kuwa wa Kiyahudi, au kutekeleza mabadiliko haramu ya upande mmoja katika hadhi yake ya kihistoria, kisheria, na kitamaduni.
Wizara inasisitiza kuwa uamuzi huu wa Israel ni batili na hauna uhalali wowote wa kisheria au wa kimataifa. Pia, ni tishio la moja kwa moja kwa utambulisho wa Palestina na kwa ulinzi wa maeneo ya kidini na kihistoria, hususan Msikiti wa Ibrahimi. Inathibitisha kuwa, kwa uratibu na wadau husika wa kimataifa, itaendelea kufuatilia hatua zote za kisheria na kidiplomasia ili kukabiliana na ukiukaji huu, kuzuia mabadiliko yoyote ya upande mmoja, na kuuwajibisha utawala wa kikoloni kwa miradi yake ya Judaization inayolenga eneo hilo takatifu.

Israel’s Decision to Strip the Hebron Municipality of Its Powers at the Ibrahimi Mosque Represents a Dangerous Escalation and a Violation of the Existing Legal and Historical Status Quo
The Ministry of Foreign Affairs strongly condemns the decision by the Israeli occupation authorities to revoke the planning and construction powers of the Hebron Municipality at the Ibrahimi Mosque and transfer them to illegal occupation bodies, as well as the immediate approval, on a unilateral basis, of a project to roof the courtyard of the Ibrahimi Mosque.
These actions constitute a blatant violation of international resolutions and international law, including Israel’s obligations as an occupying power, and represent a grave infringement on the legal and historical status of the Ibrahimi Mosque.
The Ministry affirms that this encroachment and the forcible, unilateral seizure of authorities from the Palestinian municipality and the Islamic Waqf clearly demonstrate that the objective of these measures is neither organization nor development.
Rather, it is the imposition of control, the entrenchment of occupation over the Ibrahimi Mosque, and the forced alteration of the existing historical and legal status quo.
The occupation continues to operate outside any legal framework through its Judaization projects in the occupied West Bank, disregarding legitimate Palestinian rights and the established international legal positions of relevant bodies.
The Ministry recalls that in 2017, the United Nations Educational, Scientific and Cultural Organization (UNESCO) inscribed the Old City of Hebron and the Ibrahimi Mosque on the List of World Heritage in Danger under the name of the State of Palestine.
This international designation unequivocally affirms that sovereignty over Hebron and the Ibrahimi Mosque rests exclusively with the Palestinian people and their legitimate leadership, and provides a clear legal and international framework for the protection of the site.
It places the Old City of Hebron and the Ibrahimi Mosque under international protection and categorically rejects any attempts by the Israeli occupation authorities to impose Judaization measures or enforce unlawful, unilateral changes to their historical, legal, and cultural status.
The Ministry stresses that this Israeli decision is null and void, devoid of any legal or international legitimacy, and poses a direct threat to Palestinian identity and to the protection of religious and historical sites, foremost among them the Ibrahimi Mosque.
It affirms that, in coordination with relevant international actors, it will continue to pursue all legal and diplomatic measures to confront these violations, prevent any unilateral changes, and hold the occupation accountable for its Judaization projects targeting the holy site.
